Build and Conquer Housing: Capacity, Costs & Workers
Read housing cards and operating conditions, compare dated apartment examples, and plan a population target using your current game values.
What does a housing card tell you?
Read capacity together with the conditions around it. The card is a quick comparison; the detailed tooltip can show an unlock gate, placement condition, utility need, or operating cost. In particular, a large capacity does not tell you that the building is currently available to your city.
Fundo’s recorded gameplay, 2:17. The visible cards show 32 for Mid Rise City Apartment 1/2 and 48 for High Rise City Apartment. These are historical examples, not live defaults. Game © The Slop Company.
How should you compare construction cost with capacity?
Choose a population objective and an eligible building. Divide the missing population by that building’s capacity, round up to a whole number of copies, and check the total cost. Then check whether you also need extra infrastructure or operating resources.
The population planner performs the first calculation. The budget planner performs the second. Neither tool decides whether an apartment counts toward a house-specific gate; you must choose the correct counter for your target.
What else appears on a detailed building panel?

Read the whole panel before treating any one figure as the reason to buy. For example, an income figure should be compared with listed upkeep; a capacity figure should be compared with the population category your upgrade requires. The economy guide explains that comparison without turning one listed income into a claim about total city profit.
Are population and workers the same thing?
The official game description lists population and workers as separate managed systems. Check the counters your current game provides rather than assuming each resident contributes one available worker. We have not established a universal conversion rule from the public sources reviewed.
If a production building shows a staffing requirement, inspect that requirement directly. More housing is only one possible part of the plan; read the troubleshooting checks before using every remaining resource on homes.
Should you keep adding the same apartment?
Only while it still fits your objective. Recheck its eligibility, support requirements, and housing category as your city grows. The capacity example above teaches the interface, not an instruction to repeat one building forever. For progression gates, continue with city levels.
Where should you go next?
