This is a separately named apartment card, not evidence that Apartment 1 upgrades from 32 to 40.

The recorded cards list Apartment 1: $11,160 and 40 seconds, Apartment 2: $4,294 and 40 seconds, and Apartment 3: $5,000 and 44 seconds. These are displayed session quotes. Income and upkeep for those three cards were not established by this frame; the large tooltip beside them belongs to the High Rise City Apartment and must not be assigned to the selected mid-rise.
What does capacity alone miss?
Apartments 1 and 2 both show 32 residents but not the same price. Apartment 3 shows 40, but is separately named. The screenshot does not demonstrate an upgrade from 32 to 40 or 48, and the high-rise’s capacity is not an upgrade statistic for a mid-rise.
Use the comparison tool’s single-recording dataset to inspect money per listed resident. It does not calculate utility coverage, unlock eligibility, footprint or city profit when those fields are missing.
How do you plan an apartment batch?
Copy the capacity of an apartment you can currently place, choose the matching apartment-category deficit and round up to whole buildings. Inspect its live material and utility conditions before spending. The recorded 40-second card duration describes construction, not time to reach a city level or the interval between pay cycles.
