These values appear in the Suburban House 10 placement tooltip. They are a dated level-condition example; the screenshot does not establish every possible level-2 unlock or a complete current version progression table.

Why can 500 total residents still be insufficient?

The category condition is not the same as the total. If a hypothetical city has 500 total residents but only 200 in houses, the recorded total target is met while the house category remains 100 short. Adding apartments may increase the total without resolving that house-specific gap.

The checklist tool keeps each counter separate. Do not add 500 total and 300 house residents into an 800-resident target: the house residents belong within the total. Choose capacity from an eligible house when planning the category deficit; a large apartment is not interchangeable with a house merely because it has more residents.

What should you do with an older 250-resident tutorial?

Fundo’s earlier narration describes 250 population. YellowHeadVin’s later visible panel describes 500 plus a house condition. We retain the discrepancy with the sources instead of claiming the tutorials refer to the same build. The current selected building’s tooltip is the useful check before a purchase. Do not assume staffing, water, money or research requirements have also been satisfied when the population arithmetic succeeds.
