The requirement appears on the High Rise City Apartment tooltip at 2:17 in Fundo’s recording. Its specific card also lists its own water, energy, road, steel and upkeep conditions. Those are building conditions, not additional resident categories.

How do you plan a category shortfall?

Record the three current counts from your city. Compare each with its target without adding category counts to the total. For an arithmetic example, 10,000 total, 2,500 in houses and 5,800 in apartments leaves only the apartment condition short by 200. A housing batch that adds 200 residents of the wrong category would not resolve it.

Use an eligible apartment’s current capacity for that deficit. With the historical 48-person High Rise value, 200 divided by 48 rounds up to five new buildings, or 240 nominal capacity. That is an example of rounding, not a claim that you can already build five locked high-rises to unlock themselves. Select a building that your current city can actually place.

What is not established by this screenshot?

It does not prove a complete current level-4 tech list, an automatic military unlock, or how quickly a city fills nominal capacity. The source is a recorded menu, not a controlled progression experiment. Retain its date when comparing it with the October 11 level-5 panel, and do not combine them into an unlabeled current progression chart.
