Build and Conquer Starter City Layout: A Connected Test District
A practical starter layout begins with one road-connected housing block and room for water and power support.
What should the first district reserve space for?
Use four small zones: a road spine, initial housing, a utility position and a space for one income or production building. Start with one representative building in each needed role instead of filling the entire plot before its connections are understood. The October 12 House panel needs water, 5 energy and a road within 4 studs, so utilities are part of the initial plan rather than decoration added later.

How do you test this layout in a useful order?
- Draw a short road and test a housing preview against its stated distance.
- Read the water and energy demand on that housing panel.
- Place power support so any substation overlaps existing coverage before relaying a new circle.
- Complete one housing purchase and inspect the population and worker counters.
- Add one affordable income source and inspect the finances breakdown before repeating the block.
This order is planning advice. The sources establish the menu conditions and recorded controls; they do not establish a universal mandatory build order or exact grid dimensions. Leave enough room to use the game’s preview feedback on the actual footprint you select.
When should you expand the block?
Expand for a defined deficit: a population category, free workers, utility support or a resource needed by the next structure. Use the House category when the condition asks for residents in houses. Preserve a construction reserve for supporting purchases. Roads alone do not establish water or electricity, and a substation can be road-valid yet fail to relay useful power if its source circle is missing.
