Build and Conquer Late-Game City Layout: Plan Capacity Before Expanding
An advanced layout should budget the new buildings' construction materials and operating demand before expanding the plot.
What changes when housing becomes larger?
The recorded Glass Apartment Tower contributes 180 residents but needs 125 energy, water, 700 steel and a $70,000 construction quote. Five copies in that record imply 900 nominal capacity, 625 energy demand and 3,500 steel, before any support infrastructure. Those are arithmetic consequences of the panel, not current default costs.

How do you plan the next district before buying land?
Make a construction list for one district rather than a vague “bigger city” goal. Include the housing, road extensions and the utility placements needed by your chosen panels. Keep money and each material on separate budget rows. Then inspect the land grid for an adjacent section: the October 12 panel blocks a section that does not touch owned land and states that section prices rise after purchases.
Prefer a plan that can be completed in stages. A half-supported district may add costs or reserve demand before it delivers the function you wanted. The sources do not establish a demolition refund rule, so do not rely on deleting a large block as a cost-free backup plan.
Where does defense fit into the layout?
Identify the utility, manufacturing and income positions your district depends on. Reserve space for the defenses or military infrastructure you can actually unlock, then check their current menus before construction. This is a prioritization method; the evidence does not prove a fixed anti-air radius, bunker multiplier or universal best pattern. A functional civilian district remains the basis for the army it finances.
Where should you go next?
