What is actually visible for level 5?

The Glass Apartment Tower placement tooltip says Unlocks at city level 5 (20,000 residents). Its building card then shows 180 residents, $70,000, and 80 seconds to build. The 20,000 figure is an unlock condition; 180 is the capacity contributed by one tower. Mixing the two numbers would badly distort a city plan.

Does this establish the complete current level-5 gate?

No. The screenshot establishes the condition as displayed on this tower in the October 11 recording. It does not prove that there are no category-specific conditions elsewhere or that the same value remains current. Earlier in the recording the creator discusses 2,500 people in houses. We do not replace the visible total with that spoken category number or silently treat both as a complete formula.

The checklist models only the observed 20,000 total-resident field for this record. A passing result means that one population condition is satisfied; it does not certify that every level-5 system is unlocked.

How should an advanced district be budgeted?

Before selecting a high-capacity apartment, account for construction money, steel and the demand it adds. The tower panel separately asks for 700 steel, 125 energy, water, $126 upkeep each pay cycle, and placement within 4 studs of a road. Its +8 happiness is for its own residents. A larger nominal capacity does not remove the cost of supporting it.

Use the current panel for a live purchase. The housing calculator can estimate whole buildings for a target, while the budget calculator handles each construction resource separately.
